Do cotton shorts shrink in the wash?

At high temperatures, yes. That's why you should wash at 30 to 40°C and don't put them in the dryer, since heat shortens cotton knits in length. Don't use fabric softener: it coats the elastane fibres in the waistband and reduces their recovery power – exactly the property that prevents the shorts from riding up. Air dry and store flat.
